OFF-Grid Stations

The Government of Uganda resolved to privatize UEDCL through a 20 year long term concession to bring on board private investors in the electricity distribution and supply business in order to:

  • Rehabilitate, upgrade and expand the distribution network; and
  • Increase the electricity access to other customers in the country, among other roles.

During the Post-Concession Era, UEDCL moved towards executing its mandate, which includes:

  • Ownership and Asset management of leased assets consisting of substations among other assets; and
  • Operating and maintaining the electricity off-grid stations in Moyo, Adjumani, Moroto and now Kalangala until their divestiture.

Off grid stations were not part of the concessioned assets and were retained by UEDCL to manage and operate. Therefore on this premise, Uganda Electricity Distribution Company Limited offers services at the off-grid stations in Moroto, Moyo, Adjumani and most recently received mandate to operate and manage the Kalangala off-grid station – all through steady improvement of the quality and quantity of the supplied electricity. Rehabilitation of the off-grid networks in Moroto, Moyo and Adjumani had been carried out in the recent past and new higher capacity generators of 750KVA and protection equipment installed and commissioned to improve the quality of service to our customers in those areas.

UEDCL revamped the power distribution infrastructure of 26 Km of 11 KV high voltage lines and 42 Km of low voltage lines thus improving on its efficiency and the quality of power supply in areas.

Needless to mention, the non cost reflective tariff coupled with high cost thermal generation continues to make the business at the off-grids financially unviable. There is a persistent challenge of funding the off grid stations which are operated using diesel generators. The stations have been operated on subsidy from the tariff since the revenue generated from them can barely cover their operations. They require a subsidy of at least one billion Uganda Shillings per annum to finance their operations and will continue to be a challenge since the regulator is reluctant to subsidize these operations through the tariff.
